NOTICE OF PROPOSED ANNUAL BUDGET
2013/14, DRAFT COUNCIL PLAN 2013-2017 AND DECLARATION OF RATES AND CHARGES In accordance with Sections 125, 126, 127 and 129 of the Local Government Act 1989, Hume City Council hereby gives public notice that it has prepared its Budget and Draft Council Plan 2013-2017 (2013/2014 Actions) incorporating the Strategic Resource Plan 2014-2017 for the financial year commencing 1 July 2013 and ending 30 June 2014 and the following information is given: 1. As at 30 June 2013, the total amount borrowed is $14,185,000. 2. It is proposed that $14,250,000 be borrowed. 3. It is proposed to repay $1,751,000 of the outstanding loan principal during the 2013/14 financial year. 4. It is estimated that the total cost to service Councils borrowings during the 2013/14 financial year will be $1,325,000. 5. It is estimated that the borrowings as at 30 June 2014 will be $26,683,000. 6. That in accordance with Section 158 of the Act, Council proposes to declare a General Rate of 0.3902 cents in the dollar of the Capital Improved Value within the municipal district for all rateable land for the rating period commencing 1 July 2013 and ending 30 June 2014. 7. That in accordance with Section 169 of the Act, Council proposes to grant a Sustainable Farm Rebate of 23% of the General Rate, to each owner of rateable land greater than 2 hectares which can be classified as Farm Land as defined in Councils Sustainable Land Management Policy, subject to those owners satisfying the requirements of Councils Sustainable Land Management Policy. 8. That in accordance with Section 169 of the Act, Council proposes to grant a Sustainable Land Rebate of 15% of the General Rate in the dollar applied to the Site Value only of the property to each owner of rateable land which is zoned Green Wedge and Green Wedge A, Rural or Farm under the Victorian Planning Policy Framework having an area greater than 0.4 hectare but not being Farm Land as defined in Councils Sustainable Land Management Policy, subject to those owners satisfying the requirements of Councils Sustainable Land Management Policy. The rebate is limited to a maximum of $1,000 per assessment. 9. That in accordance with Section 171 of the Act, Council grants an additional pensioner rate rebate of $30.00 per rateable property to those applicants who qualify for a rate rebate within the meaning of the State Concessions Act 2004 over and above that provided by the State Government. This rebate is to be granted on the same terms and conditions that provides for the State Government funded rebate without separate application. 10. That in accordance with Section 162 of the Act, Council proposes to declare annual service charges for the disposal of refuse per additional collection services for residential and serviced non-residential properties and all services on non rateable properties for the period commencing 1 July 2013 and ending 30 June 2014 as follows: Waste Service Option Recycle 140 bin Recycle 240 bin Organic 140L bin Organic 240L bin Garbage 80L in lieu of 140L standard issue Garbage 80L bin Garbage 140L bin Garbage bin upgrade from 140L to 240L Garbage 240L bin Rateable $56.00 per service $56.00 per service $96.50 per service $113.00 per service -$16.00 discount $70.50 per service $122.50 per service $91.50 per service $214.00 per service Non-Rateable $56.00 per service $56.00 per service $96.50 per service $113.00 per service N/A $70.50 per service $122.50 per service $91.50 per service $214.00 per service Copies of the proposed Annual Budget and Draft Council Plan are available for inspection on the Council website at www.hume.vic.gov.au and during normal hours at the following locations: Broadmeadows Customer Service Centre, 1079 Pascoe Vale Road, Broadmeadows; Craigieburn Customer Service Centre and Craigieburn Library, Hume Global Learning Centre, Craigieburn 75-95 Central Park Avenue, Craigieburn; Sunbury Customer Service Centre, 40 Macedon Street, Sunbury; and The Age Library, Hume Global Learning Centre, Broadmeadows, the Tullamarine, Sunbury and Gladstone Park Libraries, and the Mobile Library. In accordance with Section 223 of the Act and as advertised in The Age on Wednesday, 15 May 2013, written submissions (including the request to be heard) may be made on any proposal contained within the Budget and Draft Council Plan. Submissions may be included in an agenda for a meeting of the Council that will be made available to the public. Council will adopt the Budget and Council Plan and declare the General Rate and Service Charges at a meeting of Council on Monday, 24 June 2013 at 7.00 pm at the Council Chamber, (Hume Global Learning Centre), Broadmeadows.
